Economic Adaptation 2024
The City of Joensuu must permanently balance its economy by more than €20 million between 2024 and 2026. The need for adaptation is mainly due to the reduced government transfers resulting from the wellbeing services counties reform.
At its meeting on 9 October 2023, Joensuu City Council decided to initiate the economic adaptation process. Joensuu commissioned FCG Oy to provide a report on the measures to balance the economy. The report is being used as a decision-making aid.

Proposed adaptation measures
Information on the adaptation measures will be published in stages. The adaptation measures to be published are preparations. The adaptation proposal and decisions will be published later.

Schedules
The proposal on economic adaptation measures will be completed at the end of March 2024. The City Council is expected to make the final decision about re-balancing in June.

Economic Adaptation 2024, The four themes of economic adaptation
The four themes of economic adaptation
We are looking for ways to balance the economy through four themes:
- Service network, facilities and space efficiency, e.g. schools, nurseries, sports and cultural facilities, playgrounds and properties
- Organisation of services and methods of production, e.g. support services for administration, maintenance and specialist tasks
- The accumulation of revenue and allowances, e.g. taxes and fees for various services and subsidies granted by the city
- Asset management and corporate governance, e.g. buildings and forests, as well as municipally owned companies
